Experience & Expertise

Mr. Bush has over 11 years of acquisition and analytical management experience in support of the federal government providing expertise in the areas of program and project management, contract strategy development, market research, financial analysis, spend plan development, and obligation and expenditure benchmarking.

Mr. Bush previously served as the Program Manager and Operations Principal in support of the Department of Defense (DOD), 6.3 Research and Development Agency, the Advanced Distributed Learning Initiative (ADL). As the Program Manager and Operations Principal, Mr. Bush assisted in providing guidance over the agency budget as approved by Congress, agency contract portfolio, contract personal actions, and implementation plans for all ADL Initiative Lines of effort (LOE) including LOE 1: Research and Development (R&D) for Distributed Learning Modernization; LOE 2: Distributed Learning Policy and Technical Guidelines; and LOE 3: Implementation Support and Cross-Coordination.

In Mr. Bush’s previous IFAS tenure, he served as a Program Manager in support of the Washington Headquarters/Acquisition Directorate managing cradle-to-grave contracting support and contract closeout support for the Acquisition Directorate.

Prior to joining IFAS, Mr. Bush supported the Defense Information Systems Agency (DISA) Development & Business Center (BDC) Hardware & Software Branch (BDL3) performing complete cradle-to-grave Contracting Officer’s Representative (COR) duties.

Mr. Bush holds an Associates of Applied Science, Aviation Management/Technology Degree.
