Nicole Young has over 18 years of experience developing and driving robust strategy, structure, and complex programs in diverse, fast-paced, and rapidly evolving business environments. Her experience includes leading large-scale strategic programs, program/project management, business process reengineering, compliance, operations, human capital planning, proposal writing, quality assurance/control (ISO-9001), and federal contracting.
Prior to joining IFAS, Ms. Young served as the Vice President of Operations at Haynes, Inc. from June 2007 to November 2019 and then from April 2022 to September 2022. She led a multifaceted team of 400+ contractors supporting the U.S. Department of State with a contract value of $360 million in the areas of accounting; accounts payable/receivable; vendor/travel payments; IT/software development; auditing/technical writing; disbursing (banking, payment conversions, and reconciliation); global compensation (overseas and domestic payroll); and administrative support services. Ms. Young also held numerous senior-level roles including Senior Contract Specialist and Senior Project Manager. She was responsible for overall operational activities, human capital, quality assurance/quality control, implementation of process and workflow enhancements, budget, compliance, training and development, and change management.
Ms. Young served as the Senior Program Director at Lynker Technologies from November 2019 to March 2022 supporting the National Oceanic Administration (NOAA), Office for Coastal Management. During this time, she served over the east coast region managing a multi-regional team of 130+ contractors in 28 states and U.S. territories. Her primary responsibilities included project and program oversight; quality assurance; compliance; performance management; human capital; risk management/mitigation; leadership development; and budget in the areas of IT/software development, stewardship, science and geospatial solution services, learning services, administration, and policy/planning. During her career at Lynker she received the 2021 OCM Circle of Excellence Award for Outstanding Leadership & Management.
Ms. Young holds a Master’s of Clinical Counseling, Master’s Degree in Human Resource Systems Management, and a Bachelor’s Degree in Psychology with a minor in Sociology.
