Essential Job Functions
Must be able to manage contract personnel to ensure performance in accordance with PWS. Will be responsible for managing all contractual responsibilities and delivery of all contract deliverables. PM shall work with the COR to realign and adjust staffing to meet and maintain funding levels. The PM must ensure an efficient level of contract support, provide oversight of contract staff and support activities, ensure coordination with the COR to fill vacancies and manage overall contract performance to include providing sub-contract management, overseeing invoicing and contract change proposals.
Must have experience with Acquisition programs and milestone events
Possess acquisition expertise that is equivalent to a minimum of Defense Acquisition Workforce Improvement Act Level III for Program Management
Experience in creating and managing IMS and Defense Acquisition System milestones
Experience in cross-functional analysis of acquisition strategy, Program of Record documentation, Joint Capabilities Integration Development Systems, life cycle cost modeling, programmatic risk, configuration management, requirements and budget documentation
Determine staff requirements, priorities, manage workloads, prepare plans for activities and events and manage the project office calendars
Develop and disseminate Strategic Communications to clearly communicate approved messages and ensure proper coordination of tasks.
Must have at least 5 years of experience providing oversight of large, multi-functional project teams, preferably in a systems development environment, and planning and managing complex tasks sometimes under tight budget and time constraints.
Working knowledge in system life cycle development (i.e. Program of Record, Quick Reaction Capability)
Strong Leadership and Management skills
Strong oral and written communication skills
Familiarity with industry best practices and government contract and sub-contract management
